  • The Construction and Development Engineer will support senior management in the technical planning, coordination, and delivery of development projects. The role involves a strong engineering and construction background, with responsibility for overseeing the technical development of projects through planning, procurement, detailed design, construction, and final handover.

    The successful candidate will play a key role in reviewing engineering and design solutions, coordinating multidisciplinary consultant teams, and ensuring buildable, cost-effective project delivery. The role involves close engagement with architects, engineers, contractors, and statutory authorities to ensure that projects are delivered on programme, within budget, and to the highest standards of safety, quality and regulatory compliance.

    The Construction and Development Engineer will act as a central interface between internal teams, external consultants, contractors and stakeholders. The role requires strong technical judgement, proactive risk management, and commercial awareness, ensuring that engineering solutions support the overall development strategy.

    This role would suit an engineer with project delivery experience who is interested in moving into the development side of the industry.

  • Project Planning & Delivery

    • Support the Construction and Development Director in progressing projects from site feasibility and technical due diligence through to project completion.

    • Undertake technical review of engineering and architectural designs, ensuring practicality, buildability, cost efficiency and compliance with regulations.

    • Coordinate multidisciplinary design teams including architects, civil & structural engineers, MEP engineers, planning consultants and cost consultants.

    • Review and challenge engineering design proposals, infrastructure layouts, and construction methodologies.

    • Assist in the preparation and submission of planning applications, ensuring technical documentation supports the planning strategy.

    • Manage design development through pre-construction stages, ensuring coordination between disciplines and resolving technical issues early.

    • Provide input on planning compliance at both pre and post-development stages, liaising with stakeholders to monitor and ensure compliance with all planning conditions.

    • Monitor construction progress, engineering quality, and programme delivery during the build phase.

    • Ensure projects comply with Irish building regulations, BCAR requirements, and relevant technical standards.

    • Ensure compliance with Health & Safety legislation, including the Safety, Health and Welfare at Work Act and PSDP / PSCS obligations.

    • Oversee the taking-in-charge process, including the liaising with stakeholders and the collection and management of all required documentation, culminating in the submission of applications to Local Authorities and the formal taking-in-charge of completed developments.

    Stakeholder Management

    • Liaise with local authorities, utility providers, and statutory bodies regarding technical approvals and infrastructure requirements.

    • Coordinate engagement with design teams, contractors, and specialist consultants to ensure efficient technical decision-making.

    • Assist legal advisors on technical matters relating to property, planning conditions, and development agreements.

    • Maintain strong working relationships with contractors, consultants and joint venture partners.

    • Prepare technical and project progress reports for senior management and investors.


    Risks & Compliance

    • Identify technical and construction risks at early project stages and implement mitigation strategies.

    • Ensure compliance with planning conditions, building regulations, environmental standards and sustainability requirements.

    • Monitor implementation of ESG and sustainability initiatives where applicable.

    • Carry out regular site inspections and technical reviews to ensure quality of construction and compliance with design intent.

    • Maintain effective project documentation, reporting systems and progress monitoring.

    • Chair or participate in design coordination meetings and site progress meetings.

  • Qualification in Engineering (Civil, Structural or Building Services)

    8-12 years’ experience in engineering, project management or development delivery within the Irish construction or property sector.

    • Strong understanding of engineering design, infrastructure delivery and construction methodologies.

    • Good working knowledge of Irish planning processes, building regulations and BCAR compliance.

    • Review and manage variations, valuations, and claims in collaboration with the Quantity Surveyor.

    • Support cost control; through design optimisation and value engineering.

    • Assist with lender reporting and funding drawdowns where required.

  • To provide leadership in the organisation, management, monitoring and reporting of all site operations ensuring high quality work is carried out in an efficient and safe manner to specification and within budget.

    • Liase with site management to ensure that all project plans and schedules are delivered within set timelines by all the employees and all sub-contractors.

    • Translate general work requirements into prioritised plans for the crew and sub-contractors.

    • Regularly assess progress to ensure adherence to and delivery by forecasted timelines.

    • Provide progress reports to Project Managers.

    • Manage all costs in association with Quantity Surveyors and Project Managers.

    • Complete all paperwork to ISO standards.

    • Carry out all operations in line with relevant legislation, policies and procedures.

  • Play a key role in the successful delivery of the project while working closely with the Site Manager, Services Co-Ordinator and Quantity Surveyors and Site Team Members and Sub-contractors and Clients. Have a keen eye for detail with the ability to finish projects to the highest standard for our clients. Work to strict deadlines in order to get houses ready for closing.

    • Implementation of daily and weekly programmes together with the issue of programme detail to sub-contractors

    • Produce accurate, consistent and professional records, reports and general information

    • Provide progress reports to Project Managers.

    • Organise and coordinate labour including managing subcontractors

    • Manage and motivate site teams

    • Liaising with site staff, clients and professionals such as:

      • Sub-contractors such as plumber, electricians etc: to ensure programmes are maintained and services are co-ordinated effectively

      • Site Manager: re Sub-Contractors programmes and co-ordination

      • Quantity Surveyor:  on cost issues

      • Office Administrative Staff: in relation to finishes

Site Clerk

  • To support in the smooth running of the project, while presenting the O’Flynn Group in a courteous and professional manner, ensuring a pleasant and supportive experience for our visitors.

    To manage and deliver on all responsibilities and duties undertaken in the Site Clerk role including providing full, effective and timely support to the project teams including project administration, document control and liaising with visitors to site as required.

    • The initial set up, and subsequent continuous updating, management and maintenance of a central system of all data, paperwork and information for all relevant site operations.

    • Co-ordination of all matters in relation to Health & Safety on site to include Health & Safety Induction for all employees, sub-contractors and other service providers to sites.

    • Responsibility for all communication with the Health & Safety Authority whereby a best practice standards and relationships are maintained.

    • Supporting the Safety Personnel in implementation of the Safety Management System.

    • Co-ordination of site audits to include weekly site monitoring visits.

    • Client Liaison officer dealing with clients on allowances, extras, specifications and queries.

    • Management of all handover documentation in relation to house/apartment/property registration.

    • Management of all documentation, certification and registration with Homebond, Operation and Maintenance, Quality, Environmental, BCAR files

    • Provide progress reports to Project Managers.

    • Complete all paperwork to ISO standards.

    • Carry out all operations in line with relevant legislation, policies and procedures.

    • Processing orders for materials and plant through Head Office procurement team and ensuring Purchase Orders are issued.

    • Schedule all site deliveries to ensure optimum levels of operations.

    • Inspection of deliveries, ensuring appropriate sign off and reconciliation of orders with delivery dockets.

    • Recording GRN’s on COINS system.

    • Maintain site log and all site reports.

    • Maintaining a register of all personnel on site each day and organizing site induction

    • Maintaining a register of all safety equipment and PPE on site.

    • Hiring and off hiring of plant in conjunction with Foreman.

    • Practice workplace safety at all times.

    • Responsibility for the security and maintenance of stores.

    • Handling all physical enquiries to site and relaying messages as appropriate

    • Ensure a presentable and well-maintained site at all times.

    • Perform general administration procedures including photocopying, scanning, filing, typing, emailing, organising meetings, basic excel work, etc.

  • Minimum of 3 years’ experience, as a Site Administrator in a construction site office environment or similar

    The candidate will hold and maintain all relevant and legally required certifications and authorisations associated with the industry requirements for the job and the nature of the work to be undertaken.

    The candidate will undertake all additional training from time to time whether required by statute or reasonably required by the company.

    • Excellent computer skills and advanced use of MS Office package

    • COINS experience preferred, but not essential

    • Knowledge of and competence in all aspects of Health & Safety legislation.

    • Strong attention to detail, with a sense of pride in the quality and presentation of work

    • High level of organization and communication skills

    • Capable of working both on own initiative and as part of a team
